Launching the Experimental Regulatory Environment Program to Foster Innovation in Environmental and Agricultural Sectors

The Minister of Environment, Water, and Agriculture, Engineer Abdulrahman bin Abdulmohsen Al-Fadhli, has officially inaugurated the "Experimental Regulatory Environment Program." This initiative aims to support and empower innovation while adopting technological solutions to tackle regulatory challenges within the environmental, water, and agricultural sectors. By creating a secure environment for testing innovative technologies under the supervision of regulatory bodies, the program aligns with the objectives of Saudi Arabia’s Vision 2030.

The launch took place during a ceremony held by the ministry at its headquarters in Riyadh, attended by the Deputy Minister, Engineer Mansour bin Hilal Al-Mushiati, along with several leaders and officials from various sectors, as well as representatives from organizations specializing in technology and innovation.

Dr. Abdulaziz Al-Malik, Director of Research and Innovation at the ministry, explained that the Experimental Regulatory Environment Program strives to create a more responsive regulatory framework that encourages innovation. The program aims to empower innovative solutions while addressing the challenges and obstacles faced by innovators in the fields of environment, water, and agriculture. Furthermore, it seeks to enhance collaboration and integration among all stakeholders in the innovation ecosystem.

The program serves as a vital link between innovation and regulatory systems, allowing relevant authorities to test innovative solutions in a controlled and safe environment. This oversight is crucial for assessing the necessary developments within these systems while minimizing potential risks.

Dr. Al-Malik noted that the experimental regulatory environment is part of a broader series of initiatives launched by the ministry as part of its action plan for research and innovation. During the inauguration, the Minister also witnessed the signing of memoranda of understanding between the ministry and two significant entities: the Saudi Food and Drug Authority and the Saudi Water Authority. These agreements are designed to foster joint cooperation and support innovation across the environmental, water, and agricultural sectors. They will facilitate the establishment of a regulatory environment conducive to testing innovative solutions while promoting the exchange of knowledge and experiences among innovators participating in the Experimental Regulatory Environment Program.

Experimental regulatory environments are structured as safe, trial-based programs that provide regulators and innovators the opportunity to test groundbreaking products, services, or business models within a controlled environment.
