Mandatory Implementation Set for March 21, 2026: Executive Regulations Issued for Water Efficiency Monitoring and Compliance Standards

The National Center for Water Efficiency and Conservation has issued the executive regulations for monitoring and ensuring compliance with water efficiency and conservation standards, in line with the goals of Saudi Vision 2030. These regulations will be mandatory starting from March 21, 2026. The regulations consist of 15 main articles covering objectives, scope of application, compliance standards, roles of the center and other entities, responsibilities, violations, monitoring mechanisms, referral procedures, and final provisions.

The center aims to establish a comprehensive mechanism to ensure compliance with water efficiency and conservation for achieving water sustainability. It also seeks to enforce the center’s strategic plan, compliance with water efficiency and conservation standards, address current gaps in monitoring and compliance, collaborate with relevant entities to improve water efficiency and conservation, establish the legal basis for regulatory mechanisms, and activate supervisory roles.

This initiative is part of efforts to enhance water efficiency and conservation in urban, agricultural, and industrial sectors to support water sustainability goals. The regulations are designed to improve monitoring and compliance, promote collaboration with stakeholders, and strengthen regulatory oversight for better water management in Saudi Arabia. By implementing these regulations, the country aims to create a more sustainable water sector in line with its long-term vision.
