Human Resources Partners with Tourism to Announce Localization of 41 Professions in Tourism Sector

The Ministry of Human Resources and Social Development, in partnership with the Ministry of Tourism, has announced a decision to localize 41 professions in the tourism sector in private sector establishments. This initiative aims to provide more job opportunities for citizens across the Kingdom. The decision will be implemented in three stages and will target 41 leadership and specialized professions, including hotel managers, hotel operations managers, hotel control managers, travel agency managers, planning and development managers, tourism development specialists, tourism guidance specialists, tour organizers, hospitality specialists, site guides, purchasing specialists, sales specialists, and hotel receptionists.
The first stage of implementation will commence on April 22, 2026, followed by the second stage on January 3, 2027, and the final third stage on January 2, 2028. This decision will apply to all private sector tourism facilities. The Ministry of Human Resources and Social Development has released a procedural guide detailing the decision, professions, and required ratios on its website for employers and establishments to understand the localization calculation mechanism and the penalties for violators.
It is worth noting that this decision is part of the ongoing efforts of the Ministry of Human Resources and Social Development to increase the localization rates of professions in line with the strategic objectives of the labor market in supporting national competencies and enhancing their employment opportunities in various sectors.
